On the surface, Ikutsuki is your capable and lovable chairman who usually makes bad puns and jokes, but is reliable when the situation calls for it. He’s an individual that people would least likely suspect to be dangerous or plotting some evil scheme but…truth is that’s exactly what he is. He’s a lying, conniving, two-faced bastard, who definitely has a loose screw or two in his head, and he’s very good at hiding it behind his silly façade.
From what little we know about his past in the game, Ikutsuki was one of the team of scientists that Kirijou Eigetsu had researching the shadows’ ability to manipulate time and space. Like Mitsuru’s Grandfather, he’s a firm believer of Nyx and the Fall, and for years has been working to bring it about, going back to the day of the explosion 10 years ago when he edited Takeba Eiichiro’s video warning concerning the Arcana Shadows. It appears that he was also part of the team that gave Strega their ability to summon personae. It’s unsaid what he did between that time to the present but we could safely assume that he did something to win Kirijou Takeharu’s trust enough that he let him supervise the Special Extracurricular Execution Squad with his daughter. He’s been working as that and the Chairman of Gekkoukan ever since. Waiting for the day the prophesized Fall would come.
